The coroner’s office identified the man as Joseph Moktan.

The decedent appears to have been of Nepalese descent. He had at least five arrests in the past five years, mostly for drug-related offenses.
His most recent encounter with police was on May 4 when he was arrested by LAPD at 232 East 32nd Street for drug possession. His bail was initially set at 161,000 dollars because of an outstanding warrant, but he was ultimately released on his own recognizance.
