California Victim Compensation Board (CalVCB) Assistance for Families of Homicide Victims

If a loved one was killed in California, the California Victim Compensation Board (CalVCB) may be able to help surviving family members or responsible parties with financial support — even if the victim was a UK national and the family lives outside the U.S.

What is CalVCB?

CalVCB is a government program that helps victims and their families pay for crime-related expenses, such as:

  • Funeral and burial costs
  • Mental health counseling
  • Loss of income
  • Relocation expenses
  • Crime scene cleanup

The money does not have to be repaid. You do not need to be a U.S. citizen or legal resident to apply.

Who Can Apply?

  • Family members living in California or the U.S.
  • If no family lives in the U.S., a person or organization who paid for funeral or repatriation expenses can apply (e.g., friends, community groups, or funeral homes).
  • Legal representatives or next of kin living abroad may also apply but should coordinate directly with CalVCB.

Repatriation of the Body to the UK

If the victim’s body is being sent back to the UK, CalVCB may reimburse reasonable costs related to transporting the body (repatriation), funeral services, and burial — as long as:

  • The homicide occurred in California
  • You keep all receipts and documentation
  • You apply within CalVCB’s deadline (usually within 1 year)

Victim Advocate Support

Once a case is filed with the District Attorney’s office, the family should be assigned a Victim Advocate — a trained professional who can help explain the legal process, guide you through applying for CalVCB, and provide emotional support.

Important Tips

  • Always keep receipts and paperwork for any expenses related to the crime.
  • Contact CalVCB early to find out what documents you need to provide.
  • CalVCB maintains confidentiality and does not share immigration status with other agencies.

How to Contact CalVCB from Outside the U.S.

  • The toll-free number 1-800-777-9229 is only for calls within the United States.
  • To contact CalVCB from outside the U.S., call: +1 (916) 491-1191
